Command Papers can be found in various places. Browse them via certain online legal databases e.g. Westlaw UK links to Bills and Draft Legislation and Policy and Guidance documents including Codes of Practice, Command Papers, Consultative documents, Green Papers, White Papers and so on. 

The Government website for official documents.  View material by date or relevance.  Options to search or filter by topic/sub-topics, publication types such as Command or Act papers, or by organisation.  Apply date parameters if required.

Also directly from the UK Parliament's website for the business of the House of Lords and House of Commons, Hansard, Bills and Committee Reports and Publications and so on. This includes a Glossary of their Terms with links to key items:
